The District of Columbia's Department of Health Care Finance (DHCF) follows strict Internet security standards that meet or exceed the guidelines determined by the Centers for Medicare and Medicaid Services (formerly known as the Health Care Finance Administration). The Department of Health Care Finance (DHCF) protects Medicaid information by enforcing strict privacy, authentication and access control protocols.

Privacy

The Department of Health Care Finance (DHCF) ensures sensitive data being transmitted over the public Internet cannot be intercepted and viewed by unauthorized parties. The Department of Health Care Finance (DHCF) requires all users to access Medicaid data using a web browser with 128-bit encryption and Secure Socket Layer version 3.0. Both 128-bit encryption and SSL 3.0 are the strongest commercially available privacy technologies.

Authentication

The Department of Health Care Finance (DHCF) authenticates the identity of those individuals entering the Web Portal. Only enrolled Medicaid providers and recipients are able to access sensitive information.

Access Control

The Department of Health Care Finance (DHCF) makes sure that users can access only the functions and information that they are allowed to use. Users must enter a unique User ID and Password to access sensitive Medicaid information. Access to information is limited by the User ID and only information pertinent to that user is made available.
